They're bleating about the Act of 1871 that set up the municipal govt for the District of Columbia, consolidating the villages of Georgetown and Washington into a single city (Washington, DC), etc. This act was replaced only a few years later, in 1873, by another Act that imposed a Congressionally-appointed commission to govern DC, which lasted until Home Rule in 1973.

Someone with real Army experience might be able to answer this: Is retired Col. Harry Riley (and any other retired high ranking officers) still answerable to the Army in some way? Can he be reactivated or given orders at this late date, without his own volunteering? Could he somehow be charged with mutiny or at least disrespecting a superior for the OAS stunt (and what could be the punishment)??

Tax deniers have a weird way of misinterpreting and misapplying statutes that no longer exist.
And the more obscure (and inapplicable) the statute, the better, because it makes it less likely that anyone will know what they are talking about, and so less likely that they will be contradicted, disregarded, or ridiculed. (That's our job.)

But Ohio wasn't admitted to the Union until 1953 (so the 16th Amendment was not properly ratified, per tax denier dogma.) One of the officers on here could answer with more authority for officers but, as a short answer, just about everyone who leaves the service has a period of time where they can be involuntarily recalled during a time of crisis. A critical MOS or someone with great and necessary experience that time period may very well be until you die. When I left it was a period of 6 years. Whether the UCMJ still applies in civilian life, I believe it does under certain circumstances but not sure whether there would be something in all of this crap that would. As far as mutiny there is nothing in Article 94 to say that a retired officer can be charged under the UCMJ. In light of it specifically mentioning the word "duty" in several ares makes me believe that they can't.
