New Sov Theory: the Right to Piss
"Police said McIntire urinated between he and his neighbor’s homes at which time the neighbor reportedly asked him to stop because he has relatives whose young children visit him. McIntire reportedly told the man he would not, so the neighbor called police. When police questioned McIntire he allegedly claimed to be a Sovereign Citizen and could urinate on his own property."

I'm impressed by your knowledge of common law.
But to answer your question, most (possibly all) of the original states of the USA enacted, by statute, the common law of England as of 4 July 1776 (the date of the American Declaration of Independence) as the default rule to govern until they got around to enacting their own laws.

Ahh, I can't claim any particular knowledge - it's one of the better-known instances of Restoration decadence, which Pepys describes with his characteristic forthright wit. And it was in the news a couple of years ago when Charlie Gilmour (son of David Gilmour of Pink Floyd) was prosecuted for the same offence.

According to the article Wserra posted, this incident occurred in the town of Show Low (presumably Show Low, AZ). Sounds like McIntire showed his low, all right.
