In today's least surprising news,it would appear that as a result of her harassing the LB Redbridge CEO's assistant, Neelu has been referred to the mental health service who are concerned about her mental health.

I think the law says "risk of harm to..." without actually specifying what the harm is or isn't.
If you are a manic-depressive who is in an manic fugue and determined to sell your house to fund The Loch Ness Whale Farming Company* you are arguably at risk of serious financial harm which would probably be sufficient on its own without relying on it being evidence of a general lack of ability to make decisions in your own interests.
Ultimately I suppose it would be for the courts to decide if a particular harm was covered by the MHA or not.
