I'd bet it is insured. In the UK, no insurance will get a vehicle seized and if not claimed with proof of valid insurance sold or crushed. The police have access to a central insurance database and the only reason a passing car isn't pulled over for an ANPR ping is because there are too few traffic officers and there may be a higher priority.
